Vision

The Procurement Control Office (PCO) strives to position the Tobago House of Assembly (THA) as the number one public body to ensure public funds are dispersed sustainably, transparently, ethically and indiscriminately. Achieving value for money, while serving and creating opportunities for all stakeholders in the Island of Tobago.

The Procurement Control Office was established by confirmation of the Executive Council (Executive Minute # 228) on May 17th, 2017 and the Office officially commenced on July 3rd, 2017. The Procurement Control Office is the newest member of the Office of the Chief Secretary reporting directly to the Chief Administrator who is the head of the public servants on the island of Tobago. The THA being cognizant of the role and contributions of procurement to the socio-economic development of the island of Tobago, have endeavoured to design and implement a new procurement framework, in preparation for the proclamation of the Public Procurement and Disposal of Public Property Act (as Amended).

This bold and strategic move puts Tobago on the road to economic recovery and allows the Assembly to achieve the main objectives of the Act which are, value for money; accountability, good governance, integrity and transparency. The Procurement Control Office is charged with the noble responsibility to craft and oversee the Assembly’s procurement framework and utilizing the best procurement strategies to ensure fulfillment of the objectives of the Act while achieving the best results for the THA. Compliance and adherence to procurement best practices to ensure the people of Tobago benefits through the efficient delivery of services is the THA’s ultimate goal.
